Perfect Rice without a Rice Cooker
Suppose you would like to make perfect rice but don't have a rice cooker. Well, then, the best thing to do is soak your rice beforehand. Doing this yields moist and fluffy rice every time and reduces the cooking time. I rarely make more than one cup of rice at a time, but to my knowledge, you can use this for any amount and any rice.

Measure out the desired amount of rice and raise it in a mesh strainer under cold water until it becomes clear. Then, place the rice in a pot, cover it with the correct amount of water(filtered water is best), and let it sit for at least 30 minutes.
Once it's time to cook the rice, place it over medium-high heat until it bubbles, then reduce the heat to low & cover. The rice takes roughly 10 - 15 minutes to absorb the remaining water. If making a small amount, you can tilt the pot to see if any water dwells on the side of the pot; if so, it's not quite done.
Overall, cook time will vary depending on the amount and type of rice, but it generally takes half the time.
Please note that brown rice and other whole-grain rice should be soaked for at least an hour, and just like with beans, you can soak all types of rice overnight.
